The Stablecoin Punctuality Ledger

A dated record of which stablecoin issuers publish their reserve reports, and how often, tracked before the rules require it. We record who files, when, and on what cadence. Judge the method, not the personality.

The U.S. GENIUS Act will require payment stablecoin issuers to publish monthly reserve reports, certified by the CEO and CFO and examined by a registered public accounting firm. The statutory effective date is January 18, 2027. Federal regulators missed their own one-year rulemaking deadline of July 18, 2026, so only proposed rules exist today, and the OCC has proposed weekly and quarterly reporting forms and stated it intends to make the quarterly data public.

This ledger starts the clock early. It tracks one thing: whether each issuer publishes a reserve report, on what cadence, by whom, and the latest report we can find, each line sourced and dated. It does not verify the reserves themselves and it is not a rating of quality. Dated history cannot be created after the fact, so a record begun now can show, later, who was ready and who slipped.

The finding worth your attention

Tether (USDT) currently reports quarterly, not monthly. Its latest attestation, by BDO, covers reserves as of March 31, 2026 and was published around May 1, 2026. A quarterly cadence would not meet the GENIUS Act's monthly reporting requirement as written. That is a dated, sourced gap, not a prediction, and it is exactly the kind of thing this ledger exists to record before the deadline, not after.

HIGH means the cadence and latest report are confirmed against the issuer's own transparency page. MEDIUM means the issuer publishes but a specific PDF date or field is still being confirmed. LOW means a new issuer with no attestation regime we could locate yet, which is itself a dated baseline worth recording. Synthetic and decentralized tokens (USDe, USDS/DAI) are flagged as likely outside the GENIUS Act's payment-stablecoin definition and are shown for context, not graded against the monthly rule.

Method, and what this is not

We record publication behavior from each issuer's own transparency page and attestor, with a source and a date on every line. We do not audit reserves, verify balances, or rate quality; other services (S&P, Chainlink Proof of Reserve, Bluechip) do that. When a field is unconfirmed we mark it pending rather than guess, and if we get a line wrong we will correct it here, dated, in the open. Once the GENIUS Act's monthly requirement is in force, this same record will show who filed, on time, and who did not.
